Mine has this same late shift symptom,(shifts to 2nd at 35).
I have not changed the vacuum hoses, but I do get 10 inches of vacuum at the new Vacuum Modulator at idle. No change when I replaced the Vac. Mod.

Both of my CUCV's had missing bulbs. Disconnect the batteries as an extra precaution when removing this stuff. Folks on SS talk about shorting out the voltage gauge, and sparks flyin'.
Fluid comes out when you remove the Vacuum Modulator. It is only one rubber hose, and one bolt. It is located on the passenger side of the tranny, pointing out sideways.
My '28 is about untouched as they come, on it, that connector on the blue wire has black tape holding it into the original wire loom. This looks like the factory setup. It appears as that connector was not used for these trucks.
Open that duct tape, and see if all the wires are isolated, or...
