I ran my electrical inside a 1/4" diameter air hose and used hose clamps to secure the hose to the pillars. I like that this light has the additional button needed to move the switch to the "white" selection.

the short answer is no, there is not a stock gasket for under the bulkhead. some owners have made their own set up, but these things leak, and that is why there are so many holes in the floor pan. there is typically tons of mud and sand under the mats and down in the rear seat wells.
I do not think there are civilian part store interchanges. Just order from the popular auction site or one of the HMMWV parts vendors. They are readily available and not that expensive. hummerpartsguy.com is a good one.
The holes to move are the 4 holes that you would use to attach to the two inner brackets. I would shift them up about 3/16". The material is just 2x8x1/4" wall box tubing. You can try a scrap yard. You can try a local steel distribution company (probably have to purchase 24' from them...
Removing the assembly is not difficult. It is just the 4 bolts, a couple pins, and the 3 wires to disconnect. Plus it is much, much easier to install the switch and inspect everything when it is out.
Here is my fabricated unit partially mounted. I added the 4" LED back up lights. Also the two brackets pointing down at the left are for the license plate. For those who have my drawing, I would move the inner bracket holes up by about 3/16". Otherwise, the rest of them fit great. Best part...
