First of all DO NOT BYPASS THE GLOWPLUGS. Instead you can take off the 24 volt input to the relay and connect it to the 12 volt block. Same motor pretty much just 2 alternators with isolated grounds. And a 24 volt starter.

If you can weld or knows someone who can i would Have a new piece welded in. Cut out the rusted section and form a new piece out of sheetmetal. You could try using structrual epoxy. You should be able to form this piece with a vice and hammer.
I think your best bet would be to order a set of 37 inch hummve tires from trail worthy fab. And use hummve beadlocks they will weld in new centers with the lug pattern and backspacing of your choice. This way it will be military parts. This is what im doing to my m1009
