Next time u patch an area u want just enough new metal to extend under the metal of the area to be repaired. Makes welding a ton easier. As for the primer u want epoxy primer over the bare metal, wont hurt to put over body work as well. If your not in a hurry to the epoxy will stand up to...

Cleaning well is the first step. Denatured alchol is good, since the dash pad is vynl useing some thinner will soften it up and the first coat will adhere to it nicely. Light coats is key.

It is possible that who ever had it last had an issue with fuse popping (bad fuse) & replaced it with a higher amp fuse thus instead of the fuse popping due to an surge, the high amp fuse allowed the juice to flow & possible lead to the connector to burn up.
