So in a situation like this do you get to wait for all the ice to fall from the tower? You couldn't pay me enough for that climb on a good day, let alone with any amount of ice overhead. From what altitude did the ice fall from that crushed the fence?
At zero degrees you will need to cover the entire radiator, unless you are really working it hard at low speeds. My idea would be a piece of plywood with a shutter to help with air flow on warmer days. Paint the plywood O.D. and call it a big deal.
