This is a weld-on drop jack. The top of the jack to the top of the frame rail is 9.5 inches.
That will leave about 20 inches of ground clearance with the jack fully retracted.
Be sure to weld the jack on the driver's side, not the passenger side like I did-makes it a lot easier to operate.

What kind of springs did you use for the rear axle?
My hitch/brake converted 1966 M105A2 in it's new home in East Tennessee.
Modifications include:
2 inch hitch with hydraulic actuator and reverse lockout
Drop foot jack
LED tail/brake lights
Government remanufactured in 2010-pristine condition
Towed with my 2004 Dodge Diesel Dually

My trailer is a 1966 and for whatever the reason, I had to go with a hitch with a reverse lockout.
I know that with my set up, if I do not engage the lockout, the brakes lock up....skid marks!!!
I may be wrong but you may find the same situation. I think the axle is only free...

By the way, the brakes work absolutely great!! The reverse lockout feature on the Atwood system is necessary to make the conversion complete.

I tow my M105A2, converted to hydraulic surge brakes with my Dodge 3500 Diesel Dually and would never consider towing it with a smaller vehicle.
A m416 would be a better choice and matched to your Jeep's tow rating.

Is there a concern that by adding a surge coupler will extend the total length of the tongue, making it too long.
I would be considering a coupler that has an electric solenoid to actuate the lockout instead of the manual...
