Why don't you post up a suggestion on how you think it would be easier to read so we (the mods) can discuss it and if we deem in appropriate we'll make the changes. I however, agree with Kenny, it is a troubleshooting format. It does make sense, even if you do have to read it one or two times.

What kind of enlightenment would you like? They (the military) are a government entity, they don't need to worry about using road taxed fuel. You, as an individual, on the other hand do need to use road taxed fuel.

Do you have an 003a to verify the wiring, because I believe the diagram for the 003a is wrong. I don't have the time right not to get verify that it is as shown on the 002a schematic or I would. Both generators should be wired exactly the same, that's why I ask.
