If the spacer/adapter on the back looks kind of like a cone it's probably the tail shaft bell for a 2WD. If it's short and flat on the back about the same diameter from start to finish, it's probably a transfer case adapter.. But, as Warthog said, being a '94, it is electronically controlled...

Why does the IP need vacuum? It would be nice to just get rid of all of it. Can I do away with the block and hook the pump directly up to the IP?

The vacuum pump being in the back where a distributor normally would go makes sense. Once it comes to the front of the engine into that little "block" by the IP, What it the purpose of the block and do I need it any longer?
