Save yourself the troubles of trying to pull parts that don't need it. Look at the top of the Aux. Equipment forum. I placed a sticky thread there a while ago that has a step by step troubleshooting guide for the DC system on these sets.
This is probably going to sound like a really stupid question, but I have got to ask...You did take the large washer off with the center bolt correct? If it's still on there and you are pulling against it, you are going to get absolutely nowhere.

Did you try to adjust it with the voltage adjustment knob on the control panel? Is the knob even there or hooked up? I believe if it is not hooked up, or wired improperly you'll be at the low end of the range of the VR which could be around 100 volts.
You should not have needed to "bypass" the heater. Usually that are installed with valves on the coolant lines. You should have just needed to shut off the valves and removed the hoses.
Just use the 2 wires the feed the current frequency transducer, X9H16 and X12H16. If you are adding an aftermarket frequency gauge, you obviously won't be needing your OEM transducer; so those wires will be free to use and they are 120 volts all the time, no matter the position of any switches.
