No; the voltage to the plugs is determined by the resistor bank, plug resistance, and battery voltage. The GP module has no way to 'know' what the voltage will be until it closes the relay and completes the circuit.
I was going to say it should be possible; but now that I've looked around some I am not so sure. The vacuum-actuated fuel cutoff on my other diesel works by closing a mechanical valve in the injection pump - not something you could retrofit to a 6.2 easily.
I had my flywheel replaced after getting the wrong starter; turns out a 12V starter will work... for a short while. After a week or so it broke a bunch of teeth off the flywheel. I replaced the starter and kept it going for a while. Eventually I stopped somewhere and the spot with no teeth...
My 1009 has started without a block heater down to around 0F. It doesn't get much colder than that down here. But wow is it noisy when it's cold! Like rolling downhill in a metal trash can full of ball bearings!
x2 on the altitude + cold causing your problems. Advance the pump some and see if that helps, but know that you're not going to see numbers like you did at sea level, unless you put a turbo on it. You might run a leakdown test to see if you've got truly excessive blowby past the rings...

You won't need a DC-DC converter; just tap the 12V half of the system. Only the starter and GPs run off 24V, and those are isolated via relays. Depending on how much ooomph you want out of your stereo, you may need to look at an upgraded alternator.

Been reading this and other related threads for info on fixing my broken crank. I made the mistake of cranking too hard when the weather was cold; apparently the window was frozen in place.
So, if the LMC replacement parts don't hold up as well as OEM, am I better off scrounging junkyards...
