Factory wheel width of 6.5" is usually your limiting factor, not tire clearance. Even 265's technically call for a 7" min width. 265 is where I draw the line. I won't run 285's on a stock steel wheel - they don't wear right or handle well unless you mount them on an 8" width wheel.

There's supposed to be a piece of rubber there. I think it's the same part for all pickups and blazers 73-87. It's not a CUCV specific part. 2nd pic is normal position when released.
NP208's have little plastic pads on the shift fork. When they get worn out, the T-case will have issues with partial engagement and popping out of gear.
Google image search "NP208 shift forks" it's a pretty common problem.
