The Glow plug relay is under the hood on the driver's side firewall. The GP Card is under the dash on the drivers side.
You may want to check the -20TM there is a procedure for diagnosing the system.
Based on the 4th digit:H that you mentioned, I would say it's the higher GVWR of the 1028.
4th digit = GVWR/Brake System
-- E = 6001 - 7000 Hydraulic

Do you have a picture available of the missing sensor? The only thing that comes to mind in that area would be the Fuel filter Water sensor.?., But thats a total stab in the dark.

When you shake the oil fill cap it should rattle. If not, soak and clean. Is your CDR valve in good condition? I soaked both the filler cap and CDR valve in Carb Cleaner and have had no problem. There was a lot of Contamination in the CDR Valve.
Check fuel pressure into IP if you have a gauge. 7psi is in the ballpark. Or if you have no gauge disconnect the fuel line at filter and turn engine over, collect the fuel in a bottle while turning engine. There is an engine rotation vs pumped fuel volume that I can't recall at this time.
My diagnosis for IP rebuild was simple, I had fuel pouring out the throttle shaft for months. Your symptoms are a little different. You said it will not crank, will the engine turn over by hand? I use a socket on the Harmonic Balancer for this. Are the batteries and starting system in good shape?
I would have your original IP rebuilt. I used Accurate Diesel. I forget the price he charged, but recall it was very fair. http://www.accuratediesel.com/
Had mine rebuilt last year. Replaced it using this site, and the TMs. Its not difficult, just time and tools are needed.

Before you do anything complete the Doghead Mod.
I would suggest new starter bolts, torque, then re torque a few times, then once every few months. Ensure correct allignment/clearance to the flex plate. These can be found in the TMs in my signature.
