It is a non wastegated turbo so the only thing that adds boost is fuel. That said I am not sure on the specs of this motor. I don't think they run a ton of boost. Is the FDC bypassed and also is the air fliter nice and clean. Also check the turbo discharge hose. You can pull the intake hose off...

You dont need a block off plate. Use the oil return plate for the turbo off a 6.5. A 93 factoty liftpump ismthe bsst pump. It is designed to work with a DB2. You will need metric oring to jic or barb adapters. Easliy available.
