I saw no evidence of turbo oil leaks before this happened. I suspect it ran away because of the fuel shutoff and by trying to starve it for air it sucked the seals out. That would be my best guess.
I have had some time to cool off. I think what I need to do is:

I'm in for the night. I'll try that tommorow and report back but yes, that looks like where most of the oil came from. Also alot at the turbo mating flange to the intake manifold.
Well..It did not go well.
First my advice to others...Buying a cheap non running truck...never works out to be cheap. If you can't hear it run, it's worth no more than what you could scrap it for. That sid The PO lied to me and did not tell em the clutch was smoked as well,

Also any reason I can't start it without the retaining screws safety wired ? I just wanna make sure it runs and won't requie another dis-assembly. Then I'll pop the cover off and wire the screws up. I have to get some wire. I don't have any.
You mean that little t pin ? Yes I made sure it went in easy and I had to wiggle it a little till it lined up. I did not force it as pe some threads I read.

Ok I see I was missing the clevis. I put a C clip on it for now as I have no idea where to get a clevis but if you look at the cover, It seems like maybe something is missing in there ? I don't see how that actuates the shutdown lever ??
