You may want to consider a spring-based 2" lift kit. By only lifting the truck 2", you probably would not have to change drive shafts, shocks, brake lines, or steering...

I used Rough Country HD 4" lift springs along with ORD's Zero Rates to achieve 5" of lift. I also positioned the Zero Rates to move the front axle forward 1".

C'mon man. If you can obtain the truck for 4-5 grand and it is as nice as you say it is, then what are you waiting for? If you want to increase highway speed without increasing RPMs, simply increase the tire height. My M1028 cruises at 55 MPH at 1950 RPM with surprising power. Go buy it!
I don't like to turn the shocks "upside down" with the compression rod downward. This arrangement only increases the potential damage to the rod from road hazards, road salt, etc. And besides, by relocating the shock brackets on the axle tube to resolve the issue, you eliminate the brackets...
