    YES !!! Without it you will not be able to build pressure to fire off the engine. (It holds pressure against the injection pump) Once the engine starts it will produce enough pressure to continue to run. The Injection pumps "plunger" makes the high pressure, but with no fluid to pressurize...

    Don't overlook the fittings. A hair-line crack can really mess with you. Sometimes they don't open up until the fitting gets warm.

    Remember there is a big difference between "air pressure" and Hydraulic pressure" . A 2" inch ram with 1500 to 2000 PSI would be plenty to power your steering.

    You have a fuel line leak somewhere. At this point I would take off your fuel tank line and put an air chuck fitting on it. Then take off the line going into the Hydraulic Head and cap it off.
