The Netherlands is the center of side car motocross in Europe. Its big and serious there. But I would not suggest one on only a 250. Its a lot of drag and unless you are just putting around, I would suspect overheating problems.
Several other countries have small numbers as well including Mexico. They are an awesome vehicle but will never be available surplus. I drove one in France several years ago and learned how well Panhard and the French government keep ahold of such assets.
Rory is correct, it is not much of a problem. And I've not known it to be a problem unless your setup is not stock. I've seen other brake boosters used and mounted differently.
