Either slight leak in wheel cylinder leaking DOT 5 or a leak in wheel (drum) seal leaking gear oil could cause brake shoes to bind on drum. After you fix the leak, it may also be easyer to replace brake shoes than get them clean enough for even operation. What ever turns out to be leaking on...
If you want your alternator circuits to work, the cluster has to be from another CUCV. You should try cleaning the contacts and replacing the bulbs on the one you have before you give up on it. If it has no rips in the plastic or signs of short circuit, it is probably fine.

I would prep new cab (and other sheet metal when it is off ) and paint with Chassis Saver, P O R 15 or other good rust slowing process while you have it off the truck. New cab mounts seem like a good idea, as long as they fit right.

Did you determine that the modulator itself was good? Assume you have checked fluid. I would replace the filter. Most 1031s have low mileage, so the problems are more likely from sitting or contamination rather than wear.
