It should only read when key is on. You could start by checking that ignition switch actually goes to off position. The switch itself is down on the steering column. It is actuated by a metal rod that is pushed by the ignition key. Check for jammed rod or out of adjustment switch.

He might be better off selling it for scrap, if as I recall from past postings, he was not able to get it charging. It is one thing to get an unknown head locally, at a fair price, and not have it work, but if someone pays a lot for shipping and it is fried, that would be bad.

I would paint it all with black Chassis Saver, which is similar to the old POR 15. If it is oil free, it will stick. This stuff dries hard and holds up to salt and corrosion. When it dries, it is chemically neutral, so you can paint over it with most paints.

The frequency meter may not be that accurate (mine does not work at all). You might want to check with a multi meter or 'kill o watt' plug in unit. Then adjust governor speed accordingly.

I recently got tie rod and drag link ends (and adjuster sleeves because mine were pretty rusted) for a M1008 from Rock Auto.com. They had a couple of brands to chose from. Use their on line catalog and look for parts for 1984 K-30. You can also find part numbers there.
