Are you sure it is the harmonic balancer and not the pulley? Easy fix is remove the belts and the pulley and just run it briefly to se what is out of alignment.
As far as the belts go I always drive to the parts store with the tools and the truck and walk in and out and get 1 belt at a time and...
Put the plastic clip into the remote latch mechanism and clock it so when the rod is inserted thru the clip the locks can rotate clockwise and lock onto the rod and retain it in place. Pre-fit the clip into the remote and make sure the rod fits thru the clip before hand. It should be that easy.

First off I would remove the sash from the window and clean it up with a wire wheel, straighten it and paint it. I would polish the ends that travel in the side guides and get it smooth. That sash is in great shape compared to others I have fixed and replaced.

If you have to grind your welds to make them look good, you are a good grinder and should let the welds to someone else. I agree that it will be fine but it looks like he was ashamed of his finish weld so he ground it off. All will be well.
