There are 2 versions one with thermal protection and the later model without. I think the me model is without. There are a few different cross refs though. It's not an uncommon starter but does fall under the Cat parts category which seems to make it more expensive than most starters.
Sometimes the valve just need to be cleaned. Some of the rubber flappers start to deteriorate over time the rubber becomes almost slippery as it starts to break down. The chemicals coming out of the rubber cause corrosion on the valve metal parts.

Disconnect both regulator wires and tape them up. Come off fuel solenoid positive to front regulator terminal marked 24v see if that fixes the voltage issue. Verify with multimeter.
I believe it is a sort of pressure protective valve that opens to allow air flow at a set pressure and closes if the air tank pressure is low. There is a good chance you can take it apart and put new o rings in it.

You can use empty unused breaker spaces on the board. One row of breakers is 12 volt and one row 24. Just add the desired breaker in and tap off the wire on the feed side underneath. Be careful the panel main feeds, cables bolted to the underside of the panel at the 3 big lugs, are always live.
I would tow it to the cat dealer if you are having that much engine problems. Just tell whoever is towing it that its all wheel drive and has air brakes.
Without a tach its hard to tell what your engine is revving to. I believe all the lmtv cats are governed to 2600 rpms. The 8.3 cummins I know how to tweak. I dont know anything about cat motors.
I have heard that "slow off the line" from alot of people. My 1994 1078 takes right off from a stop, the turbo spools real fast. The 25-57mph isnt super fast but its pretty quick in military truck terms.

Cant tow a lmtv with the driveline connected. You can trailer it or pull rear driveshaft and lift the front with a
wrecker. Is it broke down somewhere or are you having it picked up from an auction?
I have universal tachs that are compatible. You can get the tach signal at the ste ice harness, big round plug lower left under drivers dash or behind the heater box. And you should be able to use the alternator AC output on the regulator to drive a tach also.
