When testing 1ph, a buss bar is placed between all 3 legs so the load is spread between 3 heaters instead of just 2 and gives the option for 240v test instead of only 208...

    I highly suggest if you truely need 2 legs of 480, use a commercially available generator, they are cheaper now, the oilfield is slowing so equipment will be available cheap.

    I wouldnt say a backplane is bad unless it is damaged.... i would remove the command coupla, disassemble, clean inspect, assemble then go test again. i had a red headed step child 805b that was..... difficult, throw faults, wouldnt run, finallyremoved everything from backplane, looked at it...
