So these load testers are like 3 separate heaters with adjustable load, each leg is a separate heater when set up for 3ph.
When testing 1ph, a buss bar is placed between all 3 legs so the load is spread between 3 heaters instead of just 2 and gives the option for 240v test instead of only 208...
I had a 998 that had major electrical issues, burn up alternators, lights not working erratically, ste ice not functioning correctly, so it got sent to me. It was an ecod from sliding on the ice into a telephone pole, ended up being that ground shut had broken.... just passing on my knowledge in...
I highly suggest if you truely need 2 legs of 480, use a commercially available generator, they are cheaper now, the oilfield is slowing so equipment will be available cheap.

I wouldnt say a backplane is bad unless it is damaged.... i would remove the command coupla, disassemble, clean inspect, assemble then go test again.
i had a red headed step child 805b that was..... difficult, throw faults, wouldnt run, finallyremoved everything from backplane, looked at it...
