The only seat latch on the m1028/M1008 is a centrigficail one that swings forward and locks during impact or hard braking. They opted to have no latch. And that was like that on civilian trucks of the same year. it worked well.
Is this an M1009 or M1008. I would loosen the mid ship E brake cable adjustment nut and go from there. I am assuming it is an M1009 because the M1008/M1028 have slots to adjust the brakes. Good Luck report back please.
