The highest temp I have seen inside my M1009 this summer with the windows rolled up is 165, and I am only a few miles from where Rory's tire exploded so I suspect it was the same in there.

When you register any vehicle from out of state you have to have the VIN certified. You can have that done as part of a safety inspection but since a MV is exempt from that you have to have the local PD's "vehicle theft interdiction unit"...
VERY good point, the law does recognize that mechanical systems need to be "exercised" periodically to maintain proper working order. Fuel runs are also a legitimate reason to be on the road.
