Where is the fuel shutoff? I've actually seen several. There is one right on the side of the engine, next to the primer. Izzat the one you are talking about?
I think the starter solenoid and motor are good, because when I jump it with a screw driver it turns over just fine. There is something between the dash switch and the solenoid clicking, which is inside a box on the driver's side firewall. I assume this is the PCB, and will go start inspecting...

Update 3/27/2020 at 8:17 PM. It's off the trailer. We got it off by combining the ether spray into the intake and jumping the starter motor long enough to build air pressure to release the brakes. Then I went for a helluva ride off that trailer.

So after SEVEN MONTHS of getting the runaround from Govplanet (pro tip: just start calling them three times a day, every day), my 1984 M936 Wrecker is finally on it's way to Houston! The auction listing said the batteries were dead and needed a jump. What they meant was the batteries are gone...
Seriously, I didn't think it would work, but calling them three times per day actually seems to get their attention pretty fast, especially if you tell them that's what you are going to do.
I think their legal department got the message that I'm not messing around on this issue. I have an SF-86 clearance and current service member ID. If they deny it, they'll need a good reason for my congressman as to why. "He's mean to us" probably won't cut it.
It's really sad that they are so incompetent that small claims court is the preferred method to get them to do their jobs. Then they take it out on the customer by cancelling their account. Speaks to a culture at the organization that I strongly disagree with.
