You can try tapping the valves with a plastic hammer, but unless it stays down this is not a great way to find it especially if you already have a bent valve(it will return but it will be lower than the others).

The air compressor on the multifuels are noted in the -10 to not be used with big trailer due to not enough air.
It's not a problem with the cummins 250 motor'd trucks.

Many states have laws for low speed vehicles. So yes, they probably can be registered for road use. Google LSV laws.
