OK, your test h. result of 22.7 VDC confirms my suspicion that there is an open circuit from VR terminals 5,6 and the static exciter or a burned-out static exciter. Most likely it's a wiring/continuity issue and not the static exciter.

The image you posted is not the AC VR Test in the TM. That's a brief cheat sheet without the needed steps and conditions to correctly perform the tests.
The table of voltages listed on your sheet are approximately what one would measure IF the set was running, no load and outputting correct AC...
It would ready help if you performed the AC Voltage Regulator test per the TM. It has the expected readings for each test.
The 17.4vdc reading you reported indicates to me that you have may have an open circuit between VR terminals 5,6 and the Static exciter.
If the Fuse Mod fuse is good and you don't have power the the outlet then you need to perform the AC Voltage Regulator test. Post up the readings for each test step and we'll guide you from there.
Unlike other generators the AC Voltage Regulator in the 002, 003 does not directly drive the exciter. It does it indirectly via the CVT and other components.

The %Load meter doesn't actually display the current at the L3 lug in 120/240 mode.
The %Load meter is actually displaying the current provided by one of the 3 pairs of windings in the gen head.
