Never, Never use the bolt on battery cable clamp ends. They are a buffet for corrosion and weak connections. Always get cables made up professionally of have them clean and soldered/crimped together. The bolts on always were and, and always will be trouble. Have a Great Day.
Sounds like loose or poor connections at the battery cables. Do you have some pictures of the battery cables and clamps? Just one look. I would bet it is a bad connection. Good Luck.
They may be. The would be a minor modification in comparison to what I seen and heard done to these poor CUCV's. Probably the yokes are worn out and the caps were spinning in the yokes from running a seized U joint at one time. Time to get the driveshaft re-yoked at a drive line dealer. Good...
Fix the problem first before you go do a lot of changing. IMHO you are just adding more equations to the problem by changing everything when you do NOT even know what is wrong and causing the issue. Save a lot a time and money. The fuel filter base may be the issue. But it may NOT be the issue...
Buzzer sound could be the solenoid mounted on the fire wall under the hood. It could be a seatbelt buzzer a key in ignition buzzer. Unsure what you are experiencing.
Picture of bolt and washer? The washer I am assuming goes on the bolt other side of plastic for the washer so the bolt is retained in the plastic. Make any sense? Good Luck. Not sure why the bolt came off.

That is alright if you plan on keeping the vehicle. But that just cut the resale value in half. Same as a lift kit and stacks. They bring pennies on the dollar at the auctions. Besides a Dodge needs that to stay together. When the metal rusts the Line X with still be there.:)
