I don't see that anyone has suggested that you have a helper crank while you hold the fuel linkage all the way up to see if it fires. Could be simply a throttle adjustment issue. If it fires but won't run do a full throttle adjustment procedure. If it runs but won't carry a load, injectors...
Get a hex head grade 8 bolt of much smaller diameter (perhaps 1/4") and take it to a welding shop and have them weld the bolt to the tap. Not a difficult TIG weld. Use a box-end wrench on the bolt and carefully back the tap out.

He contacted me by e-mail and I just shipped him a correct starter. Not sure what he has as I have seen no pictures. At least I thinks it was him. Same circumstances and state but no reference to SS posting.

Sounds like you pulled the last of the clean fuel through the system then ran into crap. Clean the tank and replace the fuel filters...at least clean out the pump filters.
