When I put together the delivery valve and screw in the holder in the ip, I have always had to tighten it up and give it the extra "tweak" to make it work. They are really tight! That may be the difference. First one I took apart was so tight that I thought it was stripped at first...

May be luck or whatever, but I have never replaced the viton spacer (that little brown fabric ring?), in the delivery valves on the ip's I have got running (5). It's either been folded up inside or broken. First thing I have thrown away. All of the 002's and 003's are still running...

Your governor rod linkage sticks by not extending or retracting? If so, I would soak in pb or any penetrating oil for a day or so. If the rod sticks against the sheetmetal, that can be adjusted by a slight bend in the governor rod itself. Every 002 and 003 I have had needed a little...
I also would not put much stock in the original battery charge (condition) meter. I have seen them all over the place. Put a good multimeter on the batteries while running. You should have 27.5 to 28.5 or thereabouts.
You could have a fuel pump capacitor going bad. I cut them out, crimp the wire back together with a butt splice, and heat shrink the connection. Not needed in 99.9% of the applications. Pull the wire braid back to do the above. Capacitor is located in the power wire about 6 inches from each...
I broke the same piece on my 003 a few months ago. Repaired with JB Weld and it held until the first start. Broke beside the original break. Found a new type 2 starter on the big auction site for $125--. Geared, high speed and really turns the 003 over fast. I was impressed!

My 002's and 003's are set up thus: 120/240 mode, L1 and L3 give you the 240 volts, L1 to L0, and L3 to L0, gives you the 120 volts respectively. I have not run the 120 only and 208 3 phase (although they checked out when tested). Do you have the decal showing the connections? If not...
