Hard to tell from video but it could be an exhaust leak.
Cracked manifold, collector, exhaust pipe near collector.
Loose torque converter bolts, cracked flex plate ect.
I don't know about New Hampshire but an sf-97 is basically a "government title" instead of a "state title".
How can some states refuse an sf-97 ?
If the person at the counter is familiar with the sf-97 politely ask for the supervisor.
The supervisor should be able to help, if not they can...

Its not that hard of a job, steering wheel puller & lock plate tool. You even have a seat to sit in.
If you do swap columns get one with tilt while your at it but plan on going thru it also.
Did the fenders really need to be trimmed that much to clear 37's with 5in of lift ?
Im guessing the dually hubs on the frt really pushed the tires out, even with the backspacing of the hmmwv wheels !
Your statement about the 16.5's is INCORRECT !
They are exactly like a civi 16.5 wheel bead wise.
Thats why they got away from using them, no bead retention.
Also the grease packets are for when the tire is driven flat.
If you notice they are taped to the runflat, not needed until the tire...
pretty sure gm stopped offering a standard trans in the 1500-3500 range in early 07.
I ordered an 2007.5 (new body style) gmc & there were no manual trans options.

Save up, research what kind of kit you want
Hint the better kits won't be the cheapest.
Dont skimp on shocks or steering.
Lift springs or shackle flip in the rear (no blocks)
Pay a little more up front & it will save you money in the long run.
Do NOT drop the t-case !
