I bit the bullet and replaced each wheel cylinder, I can't recall the cost. I feel better knowing that it stops better. These trucks don't have the best stopping power, so every little bit helps.
Most of what you said was missing is not easy to remove without leaving some sort of a trace. The paperclips on the front bumper is one. look for grind marks.
The cut was just in front of the battery box and fuel tank . look in that area top and bottom. How's the wiring by the tranny? It would be spliced in that area. I had a cut MUTT that is where it was cut.
