I had new tubes placed in 2 tires. I do not remember what they charged but the price was the same if I took the tire off and dropped it off or if I drove the deuce in and they removed the tire. I drove the Deuce the flat tires were on the rear axle inside duals!
How hard would it be to fab up a swinging spare tire mounting like the ones used on SUV's? It would swig out of the way to allow the tailgate to operate and be able to lower it with the use of a removable crane on the top of the shelter.
