Update:
I went out with a friend of ours to see if we could locate the owner, no luck. However, a neighbor who happens to know my wife noticed us over there snooping around. She told us that the owner is seldom home and is usually drunk and wondering around when he is. That is no surprise...
I just took the truck for a test drive and it was wonderful. The truck ran and stopped perfectly. That was the first time I have gotten to drive that truck. I appreciate the suggestions on getting it repaired.
Well, I did not wait for a reply. I went out there and wacked with a hammer and it lossened up. I am glad I had wheel chocks. I was able to roll the truck back severl fet and the brakes worked. SUCCESS!!

I was not judging and did not mean to come across that way. I was just saying scrapping should not even be and option. I have given vehicles away to good home sbefore just to keep them from the scrap yard. Sure, I lost some money but those trucks are now in good hands. All too quickly the scrap...
I for one get sick of seeing people scrap these vehicles becuase "it is easier". Those types of projects are rarely easy to begin with. If scrap pricing is all you want sell it for that or just give it to some one who will do something with it.
