Gringeltaube researched this issue awhile back. Best I remember there was no rhyme or reason for the different springs (winch or not). Maybe he'll chime in.
While you can overload things by having the hitch behind the axle, you'll never notice it with a gooseneck mounted even on the very back behind a 5-ton. It would really be no different than pulling a pintle hitch trailer of the same size (they are mounted as far back as you can get.

Well if the PTO is turning I assume the valve is in the middle position (hold). It should go in or out from there. As rusty as the end of the spool is you should try to pull it out first so you can clean all the rust off. If you push it in with all that rust there you're going to have more...
That's not the PTO in the pic. That's a pic of the control valve. The cable looks in bad shape and the spool looks awfully rusty. I'd clean up the exposed part of the spool as good as I could before you try and move it.
The PTO will be attached to the side of the trans. Does it work?
OK, I think I understand now. The $100 price includes removing the stumps and cleaning the dirt off. It can be a pretty good chore getting the dirt off once you get the stump out of the ground. I've done it before trying to get the dirt off so they will burn but it's easier just to dig a hole...

You're having to buy stumps? Around here you have to pay somebody to remove them and take them (usually quite a bit of money). What are you using the stumps for?
As WM said, pulling stumps can require quite a bit of force. I've seen big bulldozers struggle with small stumps before.
