Dawn dish soap would be my best guess. But they are probably right about going crazy trying to remove it all. I know you have been having trouble balancing those tires. I'd be afraid the beads and slime would cause more problems rather than solve them.
I would clean all of the slime out or not use the beads. A good substitute for the beads is 50/50 antifreeze and water. Not sure how much to add though. Never had to use either.
I honestly don't see why people have so much trouble with these tires and wheels. Yes they are heavy but once you develop a technique to moving them around its no big deal.
For the record I'm not a large guy.
$3000 is in the ballpark. I'd say 4k is more realistic by the time you buy nuts, bolts, O rings etc. I have 395s on A3 wheels and I don't have power steering...yet. It drives fine.
As far as mounting them to the truck. I actually find them easier to deal with than the 9.00-20's. The 395s...
I believe the longer strait end goes to the water pump. Mine looked just like that and fit just fine. I believe it's the Napa hose that is an inch too long.
If it makes you feel any better my Deuces engine seeps oil from a few places. I drive mine HARD. Well, at least I did. It's currently in pieces waiting to get a paint job.
Looks like it's just a valve cover gasket. If that's the case it's no big deal. Granted like rayzer said it's hard to tell from just looking at the picture.
I don't see it being cause for alarm. Crank it up. If oil isn't pouring out of somewhere then I'd buy it if that's the only issue...
I have wondered if a few gallons of 91% isopropyl alcohol would dry the water from the tank and organisms causing that bioslime. Maybe help break up the bio slime.
If your looking to go with a commercial tire then a3 or canadian mlvw wheels would be the way to go. Actually the mlvw wheels would be your best bet. Then a3 wheels after that.
