Keep in mind that the A3's have Cat engines not the multi. So, It's not quite apples to apples. The A3's have larger diameter tires compared to the stock A2.
That looks like a GL photo....Even a brand new engine could have been run with no oil and got locked up. It's best to inspect. IIRC, the tach should have been replaced with a new engine. It has the hour meter.
The "main" muffler thread has the NAPA part number listed on the first page. Yes it is the correct part number. It is NAPA part #21470.

Bypassing the FDC will not help him. The adjustment is still needed with the FDC bypassed. A picture would be nice before anymore speculation is made. You do need to repair it for everything to work correctly.
Why were you trying to adjust it?
There is an overseas company that makes replacement injection pump heads. I recall one member here installed one and reported positive results. I don't have an address bookmarked on this computer....Will have to check the other...
You do not need the FDC. Speaking from 1 hand exp, you can run 100% gasoline without the FDC. The F.D.C. IN NO WAY makes your engine a multifuel. All it does it try to keep power output of the engine even based on the density of the fuel being burned. A multifuel with the FDC bypassed can...

Hmm, the turn signals for the rear are the same bulb for the stop lights. To me, it would seem that you have an issue with the turn signal switch assembly. I have attached the pdf copy of the wiring diagram for you to test & confirm the issue.... Good luck. :D
In NC You can get private transporter plates for $14/yr. I went that route. Because each state is different, there is no quick answer. Just make sure you have insurance on it before driving it.
