That is exactly how the original military adapters for installing the AB-15 in the MX-6707 bolt pattern work. Just a round plate with a hole for the AB-15 in the center, and four bolt holes matching the MX-6707 bolt pattern.

If I remember right, the LS-454 is a 600 ohm speaker. Actually, an 8 ohm speaker with an impedance matching transformer inside. I would guess that the CB radio is designed to work with 4-8 ohm speakers, so I think you'll need to bypass the transformer inside the LS-454 as well as changing out...
