I found somewere in one of the TM's that a dirty filter (the one in the IP) would make it run fast due to back pressure. Its easy to change out and I just got the new filters in anyway. Its worth a try. As far as driving it its good for 30 MPH and will just stall out in 5th gear so driving it...
