He is right. Oiled mine and had to rebuild it. Instead take the hose off the fast one and insert some kind of plastic Nipple into the hose and reattach it. It will restrict the air flow and slow it down. A small valve would also work and make the speed adjustable.
Have you measured the charging voltage at the batteries? I had the same problem. My volt gauge is off. It reads about 4 volts higher than actual voltage. I adjusted the regulator measuring voltage at the batterys and have not had any more problems

Napa can get 24 volt headlights. They won't have the pig tails on them, But you can cut the ones off the bad bulb ans solder them on the new one.
Or buy a headlight plug and solder it to the pig tails and be plug and play from then on.
