Wet stacking is a potentially bad thing that can happen if you use a big generator to power a light load.
It is a "bigger isn't always better" thing.
Generators are best used with healthy loads somewhere above 50% of their capacity, in general.
At 1/2 Voltage things might try to draw 2X the normal amps. Then, when it does start it will try and charge a 12V battery with about 28V.
It is best to stick with designed parameters and make sure if you have two batteries in series (or parallel) that the two batteries are the same...

Do you have the TM? There should be a knob you turn to adjust the RPMs. Turn it, make the motor turn faster and see if you Hz meter doesn't start working when you get around 1800RPM.
If you get away from 1800RPM the Hz meter will not read very well. Have you adjusted your engine speed up and down to see if it makes a difference. You may need to focus on RPMs.
The frequency meter is a complicated contraption on the MEPs. It may be the reason you own your gen. They usually get DRMO'd for some minor reason or other.
To answer your question there should always be a Hz reading. You set the gen speed by the Hz reading.
