Hello, Tom. Sorry to hear it's giving you trouble. The only interlock I can think of that would prevent starting is the solonoid that closes the fuel control on the IP. As long as that's retracting, it should deliver fuel to the injectors.
If the low pressure side is allowing fuel to trickel...
Fill out the request for the SF-97 once you've got the truck; it's likely the only way to be able to insure the VIN number you submit for the SF-97 is correct. If I remember correctly, it took them about a week or so to ship the paperwork once I submitted the SF-97 application.
I asked to get a title, and they would not do it because NH will deal with the SF-97 - after you jump through hoops and inform the local people how this works. So, if GL thinks you don't need one, you _can't_ have one - at least that was how they dealt with me.
I think 6 months is the correct...
I don't know of any surplus dealers in the state for anything more significant than BDUs and boots - wish I did. If anyone hears of anything please let us know.

If you're worried about winter starting, going from a 24V to a 12V system is flat out the wrong thing to do. You'll need a much bigger 12V battery, and more copper in the wires between battery and starter to crank over the engine when it's cold. Not to mention finding what would be an odd-ball...
I've picked my MEP-003A up by the lift ring using a chain on the bucket of my tractor several times; It's close enough to the CG for most applications. Note that adding the battery weight will shift the CG significantly. It's well balanced without the battery weight at the lift ring.
Thanks for posting this GoHot; I bought one of the winter front kits, and when I went to test fit it I found out how difficult it was to get the material down between the winch and the radiator. It was obvious that it should fit - because of the re-enforcement patch where the winch lever rubs...
I replaced the standard ratchet-latch type stop cable with the one Saturn has - and it's the turn to lock / unlock type. This cable requires that you enlarge the hole in the dash. If keeping the original cable type in your truck is important to you, look elsewhere for the exact type replacement...

The laws should be on-line for you to read and see what you must have in order to be inspected. Folks are correct - it didn't come with them, and therefore shouldn't need them in order to pass a safety inspection - but read the laws; DMV should have a nice list of requirements on their web...
