Ditto to all Kenny said. Nice M1009. Start checking the glowplug circuit. If that checks out, the quick and dirty way to check the IP is to hose it down with cold water for a few minutes.

Depends on where it's going. I'd put a 5.9 in a deuce all day long. 8.3 of course would be a natural fit in the 939 series. But a repower in a M54 or variant with a 5.9 would be acceptable in my book as well. (Engine bay) M809 probably would lend better to the 8.3.
Just remove the t bolts on the cans and dust covers, install the bolt in the opening and twist it into the pocket. Then tighten the nut until the brakes are free.
As to the tag questions, you'll need to check with the states involved.
You'd use the cage bolts in the pots to cage them. Hopefully they're still there. I can get a pic if you need. If you're pulling one with a deuce, don't cage the brakes, just hook them up.
I don't have much of anything to bring this year. I might however have some non vehicle wares for display/operation.
