Are you sure that you are getting fuel to the IP?
You have stated that you are getting fuel to to the filter, but is it getting to the IP?
I would disconnect the glow plugs until you find out why the fuel is not getting to the injectors.

Recently bought another M1009 from an individual. Having no service records or other info on the truck, I decided to change glow plugs, fuel filter, oil and and clean up a few dirty electrical contacts that these vehicles are prone to have.
I changed 7 of the glow plugs (one is swollen)...

Looks like the contactors did not rotate and I agree with cpf20, carbon build up on the contact surfaces. The copper had no noticeable pitting of the mating surfaces.
The truck has been modified with the resistor bypass. The GP's are fed with 12 volts.

I used a vise to pinch the top off. It popped right off and was only slightly distorted.
Reinstalling the top was done with the universal BFH.
I should seal it a little better, with some waterproofing materials, but for now it will be a spare unit.

I owned one that did and one that did not have the wiring.
Like CPF240, one had an attempt at it with a local wiring job.
So I assume that not all of them had the wiring installed.
Here is a few pictures of the factory installed rear bus wiring.
I would estimate that it is about 12 feet of #2 stranded wire.
The voltage at the battery and rear bus bar was the same with no load. With about a 10 amp load it dropped approximately .25 volts.
