Without getting in to the electrical design of the GP controller. Here is a simple answer:
The wait light comes on for a shorter duration that the GP heat time.
This is the way the GP card is designed to function.

I finally had time to paint the S280 today. It was a beautiful day here in PA.

Hi Steve,
Welcome to Steel Soldiers.
It sounds as if you have a few defective glow plugs.
Check each GP with an ohm meter. Disconnect the wire on the GP and check the resistance from the connector on the GP to ground. They should be in the 1-2 ohm range.

My M1009 was doing the exact same thing.
Wait light comes on, turn the key to start and sometimes the relay would just click and sometimes nothing at all.
Even had the squeal sound too!
Not having a volt meter with me when it happened, I finally found out that when I wiggled the wiring harness...
The cards that I have will do the exact same functions as the factory cards along with a few extra features.
I added a user selectable Steady or Flashing WAIT light feature.
Along with 3 LED's that aid in troubleshooting.
Red LED-indicates that the GP relay should be closed.
Amber/Yellow...
I made some measurements on my M1009.
The GP relay coil had a resistance of 14.9 ohms.
With 2 glow plugs connected, the current draw was about 24 amps.
With 4 glow plugs connected, the current draw was about 50 amps.
Full scale on the meter is 50 amps.
The engine was cold and was not started...
I got mine from the local NAPA store. Seems to me it was around $400.
Fit well and I changed it out in about 2 hours.
Replaced the hoses and thermostat at the same time.
