The only reason you need to align the red mark is the "Quill Shaft" has a cover on it with a "half moon" cut-out. This cut-out allows the Hydraulic Head plunger drive gear to come free from the Quill shaft.

You did remove the "Fuel control" assembly right ?
Then sometimes the "Quill Shaft Cover" can shift and catch the "plunger drive gear" . You will then have to pry out the hydraulic head. This will bend the cover, but you can bend it back once the head is off.
Here's what I did with mine. Then after mounting the extra bumper I installed my winch behind them and used the support brackets to mount my Tow-Bar on.
Remove the sending unit from the fuel tank. It probably has a ton of corrosion on the sliding contact. Usually GM tank sending units only last ten years tops before acting up. I just replace them.
Now that is real nice and very clean looking !!!
Did you make the plate yourself or did you have it made ? If you had it made, how much did they charge you and are they willing to make more ?

The buses here use "Sikaflex" and rivets to hold on the aluminum panels. The stuff works great ! If the metal is clean, the bond you get is tremendous.
