Here in CT no one will stop for anything. I found a guy lying in the road one day a few years ago, everyone was just driving around him. I used my car to block traffic so the poor guy wouldnt get ran over and people were honking and swearing at me out their windows because now I was in their way.

70psi? I can hit 59 downhill with the wind blowing my way. Otherwise it's 57 with the stock gearing. The only way to get any more speed is to turn up the rpms, already set to 2600 I believe. Or swap high speed gears. I don't think it's healthy for the 3116 to rev higher than 2600 though.

Driveshaft shops can do custom work. Common for race cars or modded street cars. The lmtv is a different creature. Done wrong and you can have disasterous results. If the slip joint has slop I'm pretty sure it can be rebuilt and the shop can check and balance while they have it.
Usually the wheel seal goes bad from moisture getting in over time and causing rust and corrosion inside. Air up the tire and spray windex or soapy water all around the rim and look for bubbles. A standard schrader valve will screw into the valve stem once you take off the ctis hose.
