I used the Raptor bed liner on my two M35A2. You can get it untinted and have some tint mixed up to match or get the black. Clean it up, prime it and spray the bed liner. Be sure to clover what you do not want it on. :D
In FL I would keep the mate out. On my M925 I had to replace the floor due...
Not a good idea for off roading having it on the back. If your truck has ten tires then I think one spare should do it. You can use one off the rear axles if you need to.

I have a number of trucks that the fan turns a little when the truck it on, I think it is that the clutch just has a little drag in it.
When your up the speed you can tell when the fan turns on. At idle it does sound like a can of rocks sometime.
You have to take the retainer off at the motor end to pull it all the way out, if it is not broken. It may of just broke the end off at the motor.
I would just try to push it back to the motor end and see if the motor turns it. It may not be engaging at that end, or it is rounded.
If you could pull the cable out, then cable is broken. There is keepers on each end to keep you from pulling it it out.
So I would say the cable is broken. It does happen if you do not keep it lubed.
I have replaced 3 or 4 of the spring brake diaphragms and they have worked fine. But it does make you think about that big spring setting there
ready to get you. The two diaphragms needed are a t12 for service and t16 for the spring brake side.
