You can DIY one a lot cheaper. The desiccant is pretty cheap. On the simplest side you can take pretty much any filter housing and fill it with desiccant then plumb it into your drum.

That is definitely not normal. The usual suspects are the fuel lines around the engine and the well nut at the bottom of the fuel tank.
You will want to carefully look around the engine compartment and see if there are any other areas in there that is wet from fuel.
Did you see where the fuel was coming from? If you tilted it down towards the fuel cap it is possible to have some fuel leak from there.
In general you should not see fuel anywhere on a properly working machine.
