Well where do I begin, I went out to start it a few days ago and it was a no-go situation .
It's had an intermittent habit of starting hard for a few years, but always started, but not this time .
So I addressed all the usual suspects, does it have fuel, is it getting to the pump etc...
I changed the oil in my manual steering box in my 1963 Studebaker M50, (M35A2 with a water tank) in hindsight it didnt appear to need it, upon refilling I had to cock the funnel to one side to allow filling, making me wonder how/if these vent ?
I came back after a recent hiatus to find all of the info that I had saved in my profile for further use and to help others gone, along with all my pics/albums, and the entire website changed .

You don't have to change intakes unless you really want to, you can get a 2 to 4 bbl adapter and put a 4 bbl on that intake .
I have done this before, works great, better power and better mileage because 4 bbl carbs are smaller on the primary side which is where you spend 90% of your throttle...

I think I'd have a hard time painting those OD, I can paint crappy rusty old rim OD and it will look about the same as every other OD rim
To think that all that time and money and labor would be hidden under paint seems like it'd be unrewarding to me

My buddy who served during the Vietnam era told me that they would cut the paint with gasoline to dull it down .
It's very durable as stated and basic, open it up to see the brushes and inspect, they are likely the cause, if not just keep looking, a problem with them is often easily seen .
We used to just burn the oil out with a torch on big trucks, common sense has to be applied of course, too much heat can break down the friction material, especially when it is already soaked in oil, you will typically find however that not the entire shoe is soaked in oil or brake fluid...
Oh I'm sure he does, truck is worth a lot more that way .
Trouble shooting this with the seller is the last thing I'd do personally, truck has issues, possibly very expensive issues in the eyes of both the seller and buyer, I would buy it on the cheap and drag it home then ask my friends to...
